Tonight I am sleeping in my car parked outside gate 8 of the Delhi
High Court. Delhi High Court orders in WP 1280/ 2012 direct the police
to protect my life and property. The Police has failed to provide me
with any security/ protection. CP Bassi must comply with the courts
directions and provide me with Z+ security.

The threat to my life issues from General Electric, the Indian State
including State intelligence agencies, the police and the judiciary,
Montek Ahluwalia, Gajendra Haldea, A S Chandhiok, Gibson Dunn And
Crutcher, Joseph Warin, John Chesley, Jeffrey Immelt, John Rice,
Brackett Denniston, Jeffrey Eglash, Alexander Dimitrief, John
Flannery, Bradford Berenson, Lorenzo Simonelli, Tara Plimpton, Puneet
Mahajan, Soli Sorabjee, Raian Karanjawala, A K Sikri, Gita Mittal, P K
Bhasin, Swatanter Kumar, Sudershan Kumar Misra, Najmi Waziri, Suresh
Kait, Badar Durrez Ahmed, Maninder Singh, Rajeeve Mehra, Arvind Nigam,
Deepak Adlakha, Ruby Anand, Pratyush Kumar, Ashfaq Nainar, Himali

Necessary FIRs need to be registered
for past and ongoing conspiracies
and attempts to murder/ eliminate me.

The captioned writ petition filed by me against General Electric and
the Indian State was listed today in the Delhi High Court before a
Division Bench of Judge Sudershan Kumar Misra and Judge S P Garg.
However Judge S K Misra was again on leave today. Apparently Judge S K
Misra is travelling abroad and will not hold court this week. As a
result the matter will be listed on 22 April 2014 and will be taken up
at 3:30 pm. It is very surprising and improper that Judge Sudershan
Kumar Misra has elected to travel during court working days, without
any regard for the matters listed for hearing this week. Earlier too
Judge Sudershan Kumar Misra was on leave on 3 April 2014 when this
matter was adjourned to 15 April 2014. It appears as if Judge
Sudershan Kumar Misra was approached by agents/ lawyers of General
Electric to prevent this corruption matter from being heard while I
continue to be poisoned daily, while I am being forced to sleep in my
car, while I am being daily targeted and harassed and while attempts
to eliminate me continue.

I apprehend that I will be poisoned and murdered/ eliminated or incapacitated
before 22 April 2014 when the captioned matter is listed before court. .

I am being poisoned on an almost daily basis since November 2013. From
January 2014 I have been sleeping in my car parked outside gate 8 of
the Delhi High Court. I am being poisoned in my car at night by
deliberate release of poisons like nerve agents and chemical agents
near or in my car. This is being done at different times, some times
soon after I park my car, at intervals during the night and also in
the early morning. The intent of such poisoning at night and at dawn
is to stop my breathing and cause death which can then be passed off
as a natural death from a heart attack.

Additionally after I park my car, different men are made to repeatedly
walk past my car to harass me and on several occasions to poison me.
To camouflage this activity and to facilitate such poisoning, persons
living in servant quarters of near by houses in Bapa Ngr are being
made to target me by deliberately using them to walk past my car and
to loiter near it.

I have been sending complaints to the police about the persons and men
who have been targeting me outside gate 8 of the Delhi High Court.
Several of these persons are not local residents and are being sent
there by the persons targeting me and by policemen targeting me.

A few nights ago I sent a complaint to the police about a man called
Montu living in the servant quarters of C I/59 who was targeting me by
repeatedly walking past my car, peering in at me lying down which
amounts to molestation and who threatened me. That same night a man
not a local resident was also walking past my car repeatedly, when I
tried to find out where he lived he entered the Delhi High Court
compound through gate 9. He was not posted for security in the Delhi
High Court and looked like a retired policeman.

Last night (the night of 14-15 April 2014), a planned conspiracy was
put into effect by policemen to target me using persons living in the
servant quarters of C 1/47, C1/49, C1/57, C1/59, and adjoining houses.

When I arrived outside gate 8 of the Delhi High Court and parked my
car next to the small park, a man was sitting on a motorbike in the
middle of the road sand close to my car. I asked the man to leave.
While I was speaking to him, a crowd of women gathered near the
servant quarters outside gate 9 of the Delhi High Court. This man on
the mobike drove to that mob of women, all residents of servant
quarters and the women started to loudly abuse me calling me mad,
mocking me for sleeping on the street in my car. I saw a police mobike
stop there and the policemen further inciting these women telling them
loudly to make a complaint against me. Before that a police jeep had
gone by and stopped near these women inciting them against me as well.

I walked up to the women with my recorder on. The women started to
mock and laugh at me, calling me "mad" and telling me that they and
male family members would all repeatedly walk past my car during the
night to harass me. I calmly told these women and some men who had
joined them and were controlling these women that I was a lawyer being
forced to sleep in my car because of a corruption case and that there
was a threat to my life and there were court orders directing the
police to protect me. The women were soon joined by several other men
and the whole mob continued to make fun of me, laugh and mock at me as
if I was a joke, call me mad, and insist that they would all walk past
my car repeatedly.

On several previous occasions I have requested some of these persons
and last night, I politely requested this group that they had a lot of
space to walk in Bapa Nagar and that they should avoid coming near my
car.

But the intent of the group instigated by policemen was merely to
target me. Both men and women continued to shout at me. A man called
Raja Dass living in the servant quarters of C1/59 came there and
started threatening me that he would call the police.

Soon a police jeep DL 1C J 7048 arrived there and three policemen
started to target me as well. They were encouraging the mob targeting
me to lodge police complaints against me. I refused to talk to them
and asked them to call the local SHO. I showed a copy of the court
order dated 10 Jan 2014 passed in WP 1280/ 2012 and asked them to
ensure that no one came near my car as I was being poisoned there. At
this point the policemen acted like they wanted to leave.

Another policeman identifying himself as Surinder Tyagi arrived on the
spot on a mobike. He told me that he was posted at gate 7 of the Delhi
High Court and that he knew who I was. He pretended to defuse the
situation.

I pointed out to these policemen that DL 1C J 7048 was not the police
PCR jeep for the area which is 4588. I told them that what had
happened was a clear pre-planned conspiracy by the police to use them,
abuse and misuse police power, and to use local residents to target
me, insult and abuse me and to use them to lodge false police
complaints against me.

The mob near gate 9 dispersed but some of them reformed as a mob after
being joined by other persons outside the service lane between C1/47
and C1/49. I went up to that mob and this group also started targeting
me, mocking and laughing at me, calling me mad, and threatening that
they would walk past my car and plant bombs in my car.

I point out the following;:
The women and men told me that the policemen in the jeep and mobike
had told them that I was "mad" and had encouraged the group to target
me. I have an audio recording of this evidence against the police.

The police jeep that arrived on the spot and pretended to be a PCR
response team was not even from Tilak Marg thana district. This jeep
DL 1C J 7048 is posted at the Vice President's house on Maulana Azad
Road in tuglak road police station area.

The three policemen in this jeep targeted me and were putting into
effect the planned conspiracy to get this mob to make false police
complaints against me.

Surinder Tyagi lied to me that he was from Delhi High Court security
and had arrived outside gate 9 from gate 7 of the Delhi High Court. In
fact I confirmed this morning that no Surinder Tyagi was on security
duty in the Delhi High Court last night. I also confirmed this morning
that Surinder Tyagi who was in uniform last night was also posted in
the jeep outside the Vice President's house. He was the one directing
the conspiracy and he attempted to mislead me telling me that he knew
I was a lawyer.

Surinder Tyagi repeatedly told me that I should sleep in my car inside
the Delhi High Court compound. I told him I would decide where to park
my car. This suggestion by Surinder Tyagi appears to have been part of
a conspiracy to get me to sleep inside the High Court compound where
the police could poison, murder, or eliminate me.

While Surinder Tyagi told the group near gate 9 that they should not
go near my car, he told the other mob near CI/ 47 that they should
repeatedly walk past my car.

After I returned to my car, Surinder Tyagi returned to the mob near
CI/49 and was again inciting them against me, telling them that I was
"mad" and that they should ignore all my requests.

The three policemen in the jeep DL 1C J 7048 knew some of the men in
the mob outside gate 9 of the Delhi High Court.

The three policemen in this jeep were Ajay Kumar head constable,
Constable Vijender Singh and Constable Anil Kumar. There was no
Sub-Inspector in the jeep.

I also stated the following in a complaint emailed last night to the
police commissioner, the Tilak Marg SHO and others at 25 mins past
midnight.

"Tonight One constable Surinder Tyagi and three policemen in a jeep
from the Vice Presidents security and several policemen from Delhi
High Court security conspired to use people living in the servant
quarters in Bapa Nagar to harass me and in attempts to lodge false
police complaints against me.

I have recorded an extraordinary amount of evidence tonight of police
involvement in targeting me.

FiRs will need to be registered and I will be producing this evidence in court.

Another Home Guard Nand Kishore has also been sent here who does not
know about my name or the courts directions to the police to protect
me. This is part of the conspiracy of the police to murder me.

Two men in pinkish shirts were giving instructions to this Home guard
and they sprinted away when I tried to photograph them. The writ
petition against General Electric is listed before the Delhi High
Court tomorrow and there is a grave threat to my life. Plus I also
expect to be harassed and targeted further tonight.

A pack of stray dogs has also been let loose outside gate 8 with
intent to use it to harass me tonight.

Surinder Tyagi is circling my car on a bike.

A police jeep 7588 is also now circling my car."

The police has failed to comply with the Delhi High Court orders to
provide me protection.

Instead as the facts and evidence described above establish the threat
to my life also issues from the Indian State and police resources and
personnel are being used to target me as part of the conspiracy to
eliminate me.

I have video and audio recordings and photographs from last night's incidents.

Plus the cameras installed at the Delhi High Court and along the roads
outside gates 7 and 8 contain further evidence in support of my
complaints and must be preserved.

I must also point out that soon after I started parking my car outside
gate 8 of the Delhi High Court, I met and spoke with Spl Comm of
Police who lives in CI/57 and who told me that this was the best spot
for me to park my car to sleep in as there were cameras there.

I also met and spoke at least 3-4 times with a young couple, the son
and daughter in law of the senior Air Force officer living in C1/47.
They also offered me all possible help.

On 11 April 2014, I had gone to meet Intelligence Bureau officer
Sinha at his home CI/49, where I met a Senior CAG officer and some
other guests including Prime Minister Manmohan Singh's daughter Daman
Singh. I told them all about my corruption petition against GE and
Montek Ahluwalia and that I was being compelled to sleep in my car
outside gate 8 of the Delhi High Court. Even IB officer Sinha offered
me his full support and assistance. Daman Singh also told me not to
give up and that she hoped that I would find solutions soon.

I also met Adit Pujari, a young lawyer and son of Anup Pujari, the
DGFT who lives in CI/59. He also knows that I am sleeping in my car
outside gate 8 of the Delhi High Court and he knows the entire
background of my whistle-blower writ petition against General
Electric.

Policemen present last night inside the Delhi High Court were also
involved in last nights conspiracy and targeting. They were present at
gate 9 when I was being targeted.

FIRs need to be registered against Surinder Tyagi, Ajay Kumar head
constable, Constable Vijender Singh and Constable Anil Kumar, Raja
Dass, Delhi Home Guard Nand Kishore, SHO of Tilak Marg police station,
DCP SBS Tyagi and other abettors and aidersand masterminds and against
the leaders and instigators of the mobs for conspiracy to target,
harass, intimidate, make false police complaints, to poison and murder
and with intent to eliminate me, a witness in corruption complaints
and a whistleblower.

I also need protection from this police incited mob. No one should be
allowed to come within 50 feet of my car.

I also point out that I was poisoned last night also when I was in my
car outside gate 8 of the Delhi High Court.
