Subject: Re: Urgent inspection application made by General Electric whistle-blower by Delhi Police - WP 1280/2012, a corruption whistle-blower petition in the Delhi High Court (Seema Sapra v General Electric Company and Others)

First Judge A K Pathak's staff told me that the order had not been signed.

Then I was told the order had been signed but the file would be sent back to the registry only at 2 pm.

I asked Judge Pathak to direct his staff to release the file this morning since I had made an urgent application for inspection. He refused to issue any such direction.

The order has also not been uploaded on the internet.

The court master at one stage told me the file would be sent back soon.

At this to my shock Judge Pathak told his court master not to release the file early but to delay its return till after lunch.

Yesterday Judge Pathak had recorded my statement in the order that he dictated in open court that I would be filing an application seeking dismissal of the OMP on the ground that the vakalatnama filed on behalf of GE India was invalid as no authority documents had been produced.

I am afraid that this part of the order might have been modified/ omitted later outside court.

Judge A K Pathak is obstructing my right to inspect the file and read the signed order.

Kindly ensure that the file is released from court 20 ASAP and made available to me for inspection.

Also kindly ensure that the order is uploaded on the website of the Delhi High Court today.

To the Chief Justice and Registrar General of the Delhi High Court,

I have requested Judge A K Pathak to release the file from his court so that I can inspect the court record of OMP 647 of 2012.

He is refusing to direct his staff to release the file.

The matter was listed in his court (20) yesterday and he has told me that the order he dictated in open court has been signed.

As such there is no need for the file to remain in Judge Pathak's Court.

I apprehend that the order might have been modified after it was dictated in open court.

Please make the file available to me for inspection ASAP.

Judge Pathak is attempting to defeat/ obstruct my right to inspect the order signed by him.
