Sub : Parking Facilities for people with Injury / disability and the unlawful resolution by the Delhi High Court Bar Association ousting Ms,Seema Sapra from the Ladies Bar Room, Canteen, Parking Lot

Dear Madam,


As you may be aware at the end of May the Bar Association circulated its resolution in which they had unilaterally decided to disallow, Ms. Seema Sapra Advocate from entering the parking, ladies bar room and canteen without giving her an opportunity to show cause. As a lady lawyer this resolution has been a cause of grave concern to me because in a male dominated bar, if the bar association can unilaterally bar a  lawyer from entering the canteen, parking and ladies bar room, it could be a weapon of bullying. On several occasions I have seen male lawyers abuse and rough up court staff and fellow lawyers, to date I have seen no action against them from the Bar Association. I made a representation to the Bar Association, through its president in May and to date have received no response or personal hearing.

Today I observed that Ms. Seema Sapra was sitting in the court lobby wearing a cast on her leg. When I spoke to her she informed me that she had broken her leg and on account of the resolution was forced to walk from outside the court into the court. I felt most perturbed by this harassment to her and spoke with a responsible member of the Bar Association, though the said member was extremely courteous, an inability was expressed to allow Ms. Sapra to use the parking even when her leg was broken, till the larger issue was decided. The reason given was that Ms. Sapra is not a member of the Bar Association and hence does not have a car sticker.

This made me realize that the Delhi High Court doesn't have a disabled parking space. This is most unfortunate and insensitive that an institution set up to protect the constitutional does not have preferential parking earmarked for disabled people or people with injury. I write to you with utmost hope, as our Registrar General, that a disabled parking be earmarked and kept empty at the entrance of gate 7. And further that Ms. Sapra may be allowed to use the said parking till her leg is better.

I also request you to ask the Bar Association to show cause, how they can disallow someone to use facilities such as parking and canteen that essentially belong to the High Court without following due process and giving such a person the right to be heard.

I would be extremely grateful if your esteemed office can given me a personal hearing. I have copied Ms Sapra to this mail for her information.
