Meanwhile, I continue to be poisoned again to prevent me from appearing in these cases. I am being poisoned with highly corrosive and acidic chemical fumes, with chemicals toxic to the lungs and airways and with anesthetic agents, pesticides and organophosphate nerve agents. I am being poisoned in my hotel room. For the last 30 minutes, some kind of very poisonous dirty smelling pesticide is being released into my hotel room.
Policemen using Parakram vehicle with no. 3602 and armed police possibly CRPF living inside the Delhi High Court used the vehicle (JH-01-AE-2245) in the attached pictures in repeated attempts to run over me and murder me outside gate 8 of the Delhi High Court two nights ago. The policemen involved can be seen in the attached pictures. They also poisoned me. They also interfered with my cab booking. Policemen using vehicle 3602 have been used to target me now for several months since early this year and even before that.
Last night two men on a mobike were used to circle me outside gate 8 of the Delhi High Court for almost 2 hours, they poisoned me and repeatedly attempted to run over me. Pictures attached.
Pictures of two men following me today are also attached.
The whole day today, men in different vehicles were stationed outside my hotel room from where they could look right into the room.

My car parked outside Gate 8 of the Delhi High Court was vandalized again yesterday, i.e., on 23 July 2018. The front headlight on the right (drivers) side) has been pulled out. Pictures attached. This was retaliation for me pursuing my cases in the Supreme Court. My car is parked in a Delhi High Court CCTV coverage area.
I mentioned my cases before the Chief Justice in the Supreme Court today.
Also, Mr Rakesh Sharma the PRO of the Supreme Court and his staff Manish Thakur attempted to obstruct me from mentioning my matter today despite a court order permitting me to do so. They were trying to delay issuing of the entry pass in order to prevent me from mentioning. Later, when I went to Mr Rakesh Sharma's office to complain, he tried to intimidate me and targeted me by threatening to have me removed from his office using security. I will be moving a detailed application for contempt of court in this regard.
It is unfortunate that some Supreme Court Registry officials are trying to obstruct my right to access justice in the Supreme Court even though I am a woman lawyer who is being poisoned because of her whistle-blower complaints against General Electric Company and her complaints of sexual harassment against Raian Karanjawala and Sol J Sorabjee.
I continue to be poisoned. A man sprayed some toxic chemical on and around my face and eyes on Bhagwan Das Road when I was leaving the Supreme Court in an auto. He was waiting for me on a mobike and had tied a cloth on his face.
I am also being poisoned in my hotel room.

I will be asking J. Sikri to recuse because both he and his wife have long-standing friendly ties to Raian and Manik Karanjawala, and J. Sikri also has a long-standing friendly relationship with Soli Sorabjee. J. Sikri's wife, Madhu Sikri is a friend of both Manik Karanjawala and Nandini Gore.
Justice Sikri attended two panel discussions with Soli Sorabjee at the IIC on 16 October 2014 and on 24 October 2017.
Further in CM 428/2013 filed in the Delhi High Court in WP Civil 1280/2012, I complained about an attempt to murder me after I mentioned the threat to my life before J. Sikri, then Acting CJ of the Delhi High Court on 17 February 2012. Mr A S Chandhiok and the CMO of the Delhi High Court dispensary were part of this conspiracy to murder me. Chandhiok is a close friend and possibly relative of Montek Singh Ahluwalia who is implicated in my corruption complaints against GE. There is documentary medical evidence of this attempt to cover up my complaint of poisoning, create a false medical record of high blood pressure and an attempt to poison me with not needed BP medication and Alprax. This was days before I filed WP Civil 1280/2012 in the Delhi High Court. I do not have a high BP issue.
I clarify that I am not making any allegation against J. Sikri himself, but this incident of 17 February 2017 requires to be investigated.
It will therefore not be appropriate for J. Sikri to hear my cases.
I continue to be poisoned even today with corrosive, acidic and poisonous fumes and gases, anesthetic agents, neurotoxins and organophosphate nerve agents. My life is in grave and immediate danger and attempts are being made to incapacitate me and prevent me from appearing in the Supreme Court tomorrow.
The Comptroller and Auditor General of India has in its recently released Report No.5 of 2018 - Compliance Audit on Union Government (Railways) year ended March 2017, criticized the Government of India for entering into the contract for purchase of diesel locomotives from General Electric Company and for the Marhowra Project to help GE set up a diesel locomotive factory in India. The relevant chapter 4 of this report is attached.
This is the very contract that I have made whistle-blower complaints about and which both the UPA and the present NDA government have tried to cover up. I was employed as in-house counsel by GE for its tender for this very Project in 2010.
The CAG reports notes the following:
"Ministry of Railways proposed setting up of diesel locomotive manufacturing unit at Marhowra, Bihar in September 2006. The contract was awarded to M/s GE Global Sourcing India Pvt. Ltd in November 2015 for setting up of diesel locomotive manufacturing unit along with maintenance depot at Roza and Gandhidham. As a long time has elapsed, there was a need to reassess the necessity of setting up of new diesel locomotive manufacturing unit, before awarding the contract. Audit analysis showed that the diesel locomotives available with the Railways are sufficient in numbers to take care of the present needs. Indian Railways is planning to shift to complete electrification of its BG routes by 2021 and would also run the freight trains in dedicated freight corridors (DFCs) on electrified routes. Even if, Railways do not go for 100 per cent electrification, it is expected that most of the high traffic routes would definitely be electrified and the need for diesel traction would remain only for low traffic routes, for which high horse power diesel locos are not likely to be used optimally. Consequently, need for high power diesel traction in Indian Railways is going to diminish in the years to come. Indian Railways has realised this eventuality and decided to significantly reduce the production of diesel locomotives at Diesel Locomotive Works (DLW), Varanasi from 2018-19 onwards. Also, the production plan of Diesel Loco Modernisation Works (DMW), Patiala, does not include any plan for production of diesel locomotive in 2018-19. As such, the diesel locomotives procured under this agreement would have no scope for productive utilisation in the Indian Railway network in future. Railways themselves have decided to significantly reduce in-house production of diesel locomotives at DLW, Varanasi from 2019-20 onwards. Thus, setting up of a new infrastructure for production of diesel locomotives and incurring a huge liability of ` 17126.08 crore is not in sync with the overall strategic vision of Railways. Railways need to revisit the decision of setting up of the new factory for production of diesel locomotives and examine whether it will be prudent to create assets and infrastructure for which Railways has no useful requirement in future, when they have planned for large scale electrification and have also reduced considerably their own in-house production of diesel locomotives."
General Electric Company is under both SEC and DOJ investigation for accounting and other fraud. It is bankrupt with huge debt and pension liabilities and is rapidly losing share and market value and is essentially in the process of being dismantled.
It has been publicly announced that GE Transportation, the Division of General Electric Company that manufactures diesel locomotives is being sold to Wabtec Corporation, and this deal will be finalized in early 2019. The Government of India will then end up with a contract to buy diesel locomotives (which it does not need) from Wabtec Corporation.

However, it will not be appropriate for Justice Sikri to hear my cases and I will very politely mention this to the Bench.
Further it will be my submission, that these matters were being heard by Justice Kurien Joseph's Bench and it would be appropriate for his Bench to continue with the hearing of these cases.
I continue to be poisoned. I am again being poisoned since yesterday with highly poisonous chemical fumes and gases (including with anesthetic agents, organophosphates, chemical neurotoxins and acidic and corrosive fumes/ gases toxic to mucous membranes and lung tissues) to incapacitate me in order to prevent me from appearing before the Supreme Court on 21 July 2018. The Police is involved in this conspiracy to eliminate me. My life is in grave danger.
My application to waive office objections in Writ Petition Civil Diary No. 1377/ 2018 on the sexual harassment complaints against Raian Karanjawala and Soli Sorabjee is likely to be listed before the Court on 27 July 2018.

1. The Petitioner has filed the present writ petition which contains the following prayers:
It is, therefore, most respectfully prayed that this Hon'ble Court may graciously be pleased to;-
(i) Issue a writ of Mandamus to Respondent 1, the Government of India through the Ministry of Home Affairs to act on the Petitioner’s complaint forwarded to the President and Prime Minister of India by email dated February 12, 2013 and to constitute a high level complaints committee in accordance with the Supreme Court’s directions in Vishaka & Others v. State of Rajasthan & Others and in Medha Kotwal Lele and Others v. Union of India and Others to investigate zand redress the petitioner’s complaint of sexual harassment against Mr Soli J. Sorabjee, when the latter held the constitutional post of Attorney General of India;
(ii) Direct the CBI and Police to register an FIR against Soli J Sorabjee for sexually assaulting the petitioner and attempting to rape her after plying her with alcohol and after possibly drugging her;
(iii) Direct the Supreme Court Gender Sensitisation and Internal Complaints Committee to examine the petitioner’s complaint of sexual harassment against Raian N Karanjawala;
(iv) In the alternative to prayer (i), direct the Supreme Court Gender Sensitisation and Internal Complaints Committee to examine the petitioner’s complaint of sexual harassment against Soli J Sorabjee;
(v) Direct the respondent no. 1 to provide the petitioner with Z+ security;
(vi) To pass such other orders and further orders and to issue such other and further writs as may be deemed necessary on the facts and in the circumstances of the case.
2. The Petitioner’s life is in grave danger and she is being both acutely and chronically poisoned. In addition, she is homeless and had been sleeping in her car outside Gate 8 of the Delhi High Court. She is also surviving on charity and being literally forced to beg lawyers for money. Some of these lawyers are deliberately humiliating and targeting the petitioner at the behest of powerful lawyers targeting the petitioner.
3. The Petitioner is being targeted because of her whistle-blower corruption complaints against General Electric Company and because of her complaint of sexual harassment, sexual assault and attempted rape against Soli J Sorabjee and her complaint of sexual harassment against Raian Karanjawala.
4. The petitioner-whistleblower is being targeted, hounded, followed 24/7 and being poisoned with chemicals. She had been sleeping in her car parked outside Gate 8 of the Delhi High Court from January 2017 until 23 April 2018 and is surviving on charity. At present she is living in a hotel/ guest house where she has to pay Rs 2850 per night for room tariff which she is raising from lawyers with great difficulty. She is also being deliberately targeted with highly toxic chemicals in her hotel.
5. It is most respectfully prayed that this Hon’ble Court may be pleased to dispense with the office objections and to hear the present appeal keeping in mind the grave facts and circumstances of this case and the precarious circumstances of the Petitioner.
6. The Petitioner is being targeted to prevent her from filing other appropriate petitions before the Hon’ble Supreme Court of India and to prevent her from having the present Petition heard by this Hon’ble Court.
7. The petitioner’s right to life is being grossly violated on a daily basis, her life in in danger, and she is being poisoned with chemical agents.
8. The following submissions are made with respect to the office objections notified in this matter on 15 January 2018

OBJECTION – PLEASE CLARIFY, WHETHER MATTER RELATES WITH CIVIL OR CRIMINAL NATURE
COMMENT – The Petitioner clarifies that this is a Civil Writ Petition under Article 32 of the Constitution of India. Prayer (i), (iii), (iv) and (v) can only be granted in Civil jurisdiction. Prayer (ii) is for the registration of an FIR and the Hon’ble Supreme Court can grant this prayer in its civil writ jurisdiction as well and this prayer for registration of an FIR can also be made in the same petition. The Court has inherent civil and criminal jurisdiction to grant these prayers. But the petitioner has filed this matter as a Civil Writ Petition.

COMMENT –. Para 7 at page 70 of the Application for permission to appear and argue in person states as follows:
“The petitioner has been permitted by this Hon’ble Court to appear and argue in person in another matter pending before this Hon’ble Court by order dated 9 October 2017 in Criminal Appeal Diary Number 10342/2016.”
The petitioner sees no reason to delete this paragraph from the application. In fact, as is evident from a reading of this statement, this information is relevant, and it is necessary for the petitioner to bring this information to the attention of the Hon’ble Court.
It is very surprising that the Registry is asking the Petitioner to delete this paragraph, so as to keep this information away from the Hon’ble Court. This objection in conjunction with the subsequent objection No. 13 points to some kind of unlawful malafide attempt at the behest of the powerful lawyer respondents to prevent the petitioner from arguing and appearing in this matter in person.
This objection is invalid.

Hon’ble Justice Agrawal and Hon’ble Justice Sapre have both recused from Writ Petition Civil No. 1200/2017 and Writ Petition Civil No. 13/2018 filed by the petitioner. No reason was indicated and the recusal happened before the Petitioner addressed the Hon’ble Court.
The Petitioner has been verbally informed by the Supreme Court Registry (Registrar Listing and Registrar Judicial) that Justice Sanjay Kaul has “administratively” recused from Writ Petition Civil No. 13/2018 and from Criminal Appeal Diary No. 10342/2018, both of which cases were abruptly deleted at the last minute from the cause-lists of 5 July and 13 July 2018 respectively.
The petitioner does not need to give a separate letter for column 5 of the listing proforma.

OBJECTION – REASON NOT MENTIONED, AS TO WHY THE PETITIONER CANNOT ENGAGEG AN ADVOCATE AND WANT TO APPEAR AND ARGUE IN PERSON AND ALSO NTO STATED WHETHER THE PETITIONER IS WILLING TO ACCEPT AN ADVOCATE WHO CAN BE APPOINTED TO HER BY THE COURT
COMMENT – The petitioner is a practicing lawyer herself since 1995. She is fully competent and capable to appear and argue in this writ petition in person. She is also aware of the complete facts and has argued in person before the Delhi High Court in connected matters and is arguing in person before the Hon’ble Supreme Court in Criminal Appeal Diary No. 10342/2016 and in Writ Petition Civil 13/2018. She also appeared and argued in person before the Supreme Court in Writ Petition Civil No. 1200/2017.
The petitioner wishes to argue in person in this matter as well and does not want to engage a lawyer.
It is unclear why the Registry would raise such an objection well beyond its ambit and powers and suggest pleadings to the Petitioner in this matter, when almost identical applications for permission to appear and argue in person were accepted by the Registry in Criminal Appeal Diary No. 10342/2016, Writ Petition Civil No. 1200/2017, Writ Petition Civil No. 18/2018.
This objection is invalid and beyond the ambit and powers of the Supreme Court Registry. An application has been filed for permission to appear and argue in person in accordance with the rules. This application will be decided by the Court. Similar identical applications have been allowed by the Court in other recently filed cases of the petitioner. The Registry is not empowered to interfere on this issue which is for the Court to decide.
9. In view of the above, it is submitted and prayed that this Hon’ble Court may kindly direct the Court Registry to dispense with the office objections and to list the present Writ Petition before the Hon’ble Court for hearing at the earliest possible date.
10. The Petitioner intends to file a right to life and whistle-blower petition under Articles 21 and 32 of the Constitution of India seeking Z+ security and appropriate separate and private accommodation from the Government of India, and bringing her complaints against General Electric Company of corruption, fraud, bribery, forgery, perjury and illegal impersonation etc., in connection with the Railway Ministry’s Marhowra diesel locomotive factory Project and in connection with Writ Petition Civil No. 1280/2012 to the attention of the Hon’ble Supreme Court of India. Some evidence of the petitioner’s whistleblower complaints against General Electric Company and the Railway Ministry is already set out in Criminal Appeal Diary No. 10342/2016 pending before this Hon’ble Court, which the Petitioner relies upon,
11. The petitioner relies upon the record of Criminal Appeal filed by her in the Supreme Court under diary No. 10342/ 2016 against the judgment in Delhi High Court Contempt Case (Criminal) 2/2014 which is pending.
12. The petitioner also relies upon the record of CM 7197/ 2013 filed by her in Writ Petition Civil No. 1280/2012 which was neither heard nor considered in the judgment of the Delhi High Court dated 2 March 2015 dismissing the petitioner’s whistleblower right to life petition. This application set out the petitioner’s whistle-blower complaints against General Electric Company.
13. The petitioner also relies upon the record of CM 18969/ 2014 filed by her in Writ Petition Civil No. 1280/2012 which was neither heard nor considered in the judgment of the Delhi High Court dated 2 March 2015 dismissing the petitioner’s whistleblower right to life petition. This application was on the issue of how one K R Radhakrishnan was used to unlawfully and fraudulently impersonate as the authorized signatory of General Electric Company before the Delhi High Court using fraudulent and invalid authority documents, in an obstruction of justice conspiracy to cover up the complaints of corruption against General Electric Company.
14. The Petitioner also relies upon the full court records of four cases in the Delhi High Court, Writ Petition Civil No. 1280/2012 (Seema Sapra vs. General Electric Company & Others); OMP 647/2012; Contempt Case Crl 3 of 2012; and Contempt Case Crl 2 of 2014 and prays that this Hon’ble Court may be pleased to summon the original records of these four cases from the Delhi High Court.
15. The Petitioner had also filed a Writ Petition under Article 32 of the Constitution of India which was registered as Writ Petition Civil No. 1200/ 2017 and which was transferred for hearing to the Delhi High Court by order dated 29 January 2018. This writ petition seeks relief against an anonymous blog created in March 2014 to target the petitioner, who is a whistle-blower and who is also a complainant of sexual harassment and sexual assault in the legal profession which involves harassment and sexual assault by two powerful lawyers Raian Karanjawala and Soli J Sorabjee. This matter is being heard in the Delhi High Court as Writ Petition Criminal 437/2018 where an order was passed on 27 April 2018 directing Google LLC to remove from the internet, the anonymous blog that was being used to target the Petitioner. The matter is pending and the Delhi Police has been directed to file a status report after investigation on who created this anonymous blog.
16. The petitioner has filed Writ Petition Civil No. 13 of 2018 in the Supreme Court of India complaining that she is being both chronically and acutely poisoned and seeking the following relief. This case is pending.
It is, therefore, most respectfully prayed that this Hon'ble Court may graciously be pleased to ;-
(i) Issue a writ of Mandamus to the Respondents to immediately ensure that the Petitioner whistle-blower is not poisoned or harmed or harassed or targeted or followed in any manner and to ensure that the fundamental right to life of the Petitioner who is a whistle-blower and a complaint of sexual harassment and sexual assault is not violated and that the petitioner who is an advocate, a whistleblower against General Electric Company Company and a complainant of sexual harassment against Raian Karanjawala and of sexual harassment and sexual assault against Soli J Sorabjee is protected and stays safe;
(ii) To pass such other orders and further orders and to issue such other and further writs as may be deemed necessary on the facts and in the circumstances of the case.
17. The petitioner submits that she has in the past been threatened because of her sexual harassment complaint against Raian Karanjawala and because of her complaint of sexual harassment and sexual assault against Soli Sorabjee. Since 30 October 2017, when the petitioner first mentioned these complaints in IA 111244/2017 file in Criminal appeal diary no. 10342/2016, the attempts to eliminate her have intensified.
18. The petitioner fears for her life and safety.
19. Since the filing of the present writ petition, the petitioner has already been told to withdraw this petition and some other lawyers told her to settle it. The petitioner has no intention of either withdrawing this writ petition or settling the complaints in this writ petition with the men she has accused. The petitioner intends to have this writ petition heard by the Supreme Court of India and have her complaints against Raian Karanjawala and Soli Sorabjee investigated and dealt with in accordance with law.
20. Fearing for her life, the petitioner has also included a prayer in the present writ petition seeking Z+ security.
21. On 11 January 2018, the date this writ petition was filed, there was an attempt to use Registry officials to prevent the filing of this petition. The Petitioner presented this petition with adequate copies etc to the officer at the designated filing counter for petitioners-in-person in the porta cabin. Instead of accepting the petition and entering its filing in the Supreme Court’s filing data-base and instead of issuing a filing diary number to the petitioner as required by the Supreme Court Rules, the officer at the counter (Mr Deepak Punwani) told the petitioner that he had instructions from his senior officers that any writ petition filed by the petitioner would first be read and approved by Mr Walia in Section IB before it was accepted for filing at the counter. The Registry failed to issue a filing number to the Petitioner for almost 2-3 hours while she was made to wait while her petition was purportedly sent to Mr Walia of Section IB. Messages to Mr Walia went unanswered. I was repeatedly told that he was not in his office. Finally, with the intervention of the Registrar Judicial, Mr Ramkumar Choubey, I was issued a filing number after I strongly complained to Mr Choubey. According to Supreme Court rules, any writ petition presented at the filing counter of the Supreme Court must be accepted and a filing diary number issued. Any scrutiny of the petition by the Registry can only happen subsequently. At that time, objections can be raised etc. As is clear, there is nothing in this petition that would prevent it from being listed and heard under the Supreme Court rules. The before-described actions of the Registry officials on 11 January 2018 which obstructed the filing of this writ petition were patently illegal and unconstitutional and directly violated the petitioner’s right to move this Hon’ble Court under Article 32 of the Constitution seeking enforcement of her fundamental rights.
22. This is a writ petition seeking remedies for the sexual harassment and sexual assault faced by the Petitioner, a woman lawyer, at the hands of two powerful lawyers, Soli J Sorabjee and Raian Karanjawala. This is the first time ever in the history of the legal profession with rampant sexual harassment faced by women lawyers, that a woman lawyer has moved a writ petition under Article 32 before the Supreme Court seeking redress for the violation of her fundamental rights on account of the sexual harassment and sexual assault she faced at the hands of senior lawyers she was working with as a young junior lawyer in the legal profession. It is unfortunate that even in 2018, a woman lawyer cannot invoke her judicial remedy under Article 32 for sexual harassment and sexual assault without unlawful attempts to prevent her from even moving the petition and without being targeted by large numbers of the bar who have ganged-up against the petitioner for daring to raise her sexual harassment and sexual assault complaints against the two powerful lawyers Raian Karanjawala and Soli J Sorabjee. Soli J Sorabjee actually sexually harassed and sexually assaulted the petitioner when he was the Attorney General of India.
23. This application is being made in the interest of justice.
PRAYER
It is, therefore, most respectfully prayed that this Hon'ble Court may graciously be pleased to allow this Application and:-
(i) To direct the Supreme Court registry to dispense with the office objections in this writ petition and to list the writ petition for hearing before the Hon’ble Court at the earliest possible date;
