I have complained that toward the end of June onward, my car parked outside Gate 8 of the Delhi High Court was tampered with so that rain water started to leak into the foot-space of the front passenger seat. 

I inquired around with a mechanic and researched on the internet and was told that if the drain near the wind-shield gets blocked, then this happens. 

Today I inspected my car after opening the bonnet and discovered that someone had deliberately stuffed wet mud under the bonnet next to the windscreen to block the normal flow of water draining. 

I have cleaned it all today very thoroughly.

There is no way for such quantity of mud (not dust) to get under the bonnet. 

A policeman came and started loitering near me after I started cleaning the car. See picture.
