Complaint to the President of India, Prime Minister Narendra Modi, the Chief Justice of India, the Chief Justice of the Delhi High Court, the Police Commissioner for Delhi, and the Director General of Police for Rajasthan,
Today (18 Dec) when I was in the Delhi High Court, Inspector Negi and SI Balkishan conspired to use the woman constable in picture 8794 to threaten and intimidate me with the threat to file a false police complaint against me in retaliation for the complaint that I made against Inspector Negi and other policemen yesterday.
The policewoman in picture 8794 is the same person who followed me into court 26 yesterday, who threatened me with physical assault, threatened to snatch my phone to prevent me from collecting evidence of the illegal police targeting, told me yesterday "tujhe aise hi treatment milegi" when I complained about her targeting me and threatening me.
These police men/ women targeting me in the Delhi High Court hide their name badges and do not respond to requests that they identify themselves by name or badge number. Therefore the only way I can identify them is by taking a picture.
The pictures I took in court 26 yesterday of this woman were not clear, therefore when I saw her today, I took her picture again. Upon this, this woman again threatened to snatch my phone. She then went to where Inspector Negi was standing and lied that I had abused her and that I was taking her pictures. Inspector Negi and this woman then threatened me by saying that they would file a complaint against me, call 100 and get an FIR registered against me. This woman attempted to provoke me into losing my temper and she asked me to "shut up" in front of Inspector Negi. I did not get provoked. This was all pre-planned by Inspector Negi.
This woman and the man in picture 8796 then jointly wrote out an alleged complaint against me.
During this whole process I was sitting in the room adjacent to the police control room and the man and two women in pictures 8794, 8796 and 8598 continuously abused, taunted and mocked me. I did not get provoked.
I left the cabin but forgot to take the walking stick I am presently using because of my damaged foot with me. When I went back for it, my stick was missing from where I had left it. The policemen and policewomen targeting me actually hid my stick and it was returned to me only after a substantial period of time and only after I got other lawyers to intervene and after I called the ACP Meena Sharma. This is the level to which these policemen and policewomen can stoop. The stick was later left at the spot in picture 8799. The entire episode was captured on CCTV.
During this time, toxic chemicals were again released next to me by policemen.
The woman in picture 8698 continued to abuse and taunt me and she repeatedly called me "mad" in front of several other policemen. Has Inspector Negi told his staff in the Delhi High Court that I am "mad"? Really, why should I have to put up with such abusive trash from the policemen and policewomen? Who is responsible for this behaviour of these policemen and policewomen?
I have complete audio records of my interaction with these persons today.
I also attach some pictures of me. In some of these, the redness caused near my eye from toxic chemical fumes/ gases is visible. In the other pictures, the facial flushing caused by the toxic chemicals being released near me is visible.
The policewoman in picture 8794 also clicked my photograph.
Further, yesterday I complained that the policeman in picture 8801 had released toxic chemicals near me in the Delhi High Court on 8 December 2014. Today, this policeman was deliberately posted at gate 8 which I regularly use so that I had to walk right past him. He again released toxic chemicals near me. Later while leaving, I informed him that I had complained about him and asked him not to come close to me. This policeman then threatened me again and also clicked my picture.
I also asked Inspector Negi that I wanted the name and badge number of the policewoman in picture 8794, but he ignored my request and walked off.
I have requested ACP Meena Sharma to meet me in the Delhi High Court on 19 December 2014.

Today (18 Dec) when I was in the Delhi High Court, Inspector Negi and SI Balkishan conspired to use the woman constable in picture 8794 to threaten and intimidate me with the threat to file a false police complaint against me in retaliation for the complaint that I made against Inspector Negi and other policemen yesterday.
The policewoman in picture 8794 is the same person who followed me into court 26 yesterday, who threatened me with physical assault, threatened to snatch my phone to prevent me from collecting evidence of the illegal police targeting, told me yesterday "tujhe aise hi treatment milegi" when I complained about her targeting me and threatening me.
These police men/ women targeting me in the Delhi High Court hide their name badges and do not respond to requests that they identify themselves by name or badge number. Therefore the only way I can identify them is by taking a picture.
The pictures I took in court 26 yesterday of this woman were not clear, therefore when I saw her today, I took her picture again. Upon this, this woman again threatened to snatch my phone. She then went to where Inspector Negi was standing and lied that I had abused her and that I was taking her pictures. Inspector Negi and this woman then threatened me by saying that they would file a complaint against me, call 100 and get an FIR registered against me. This woman attempted to provoke me into losing my temper and she asked me to "shut up" in front of Inspector Negi. I did not get provoked. This was all pre-planned by Inspector Negi.
This woman and the man in picture 8796 then jointly wrote out an alleged complaint against me.
During this whole process I was sitting in the room adjacent to the police control room and the man and two women in pictures 8794, 8796 and 8598 continuously abused, taunted and mocked me. I did not get provoked.
I left the cabin but forgot to take the walking stick I am presently using because of my damaged foot with me. When I went back for it, my stick was missing from where I had left it. The policemen and policewomen targeting me actually hid my stick and it was returned to me only after a substantial period of time and only after I got other lawyers to intervene and after I called the ACP Meena Sharma. This is the level to which these policemen and policewomen can stoop. The stick was later left at the spot in picture 8799. The entire episode was captured on CCTV.
During this time, toxic chemicals were again released next to me by policemen.
The woman in picture 8698 continued to abuse and taunt me and she repeatedly called me "mad" in front of several other policemen. Has Inspector Negi told his staff in the Delhi High Court that I am "mad"? Really, why should I have to put up with such abusive trash from the policemen and policewomen? Who is responsible for this behaviour of these policemen and policewomen?
I have complete audio records of my interaction with these persons today.
I also attach some pictures of me. In some of these, the redness caused near my eye from toxic chemical fumes/ gases is visible. In the other pictures, the facial flushing caused by the toxic chemicals being released near me is visible.
The policewoman in picture 8794 also clicked my photograph.
Further, yesterday I complained that the policeman in picture 8801 had released toxic chemicals near me in the Delhi High Court on 8 December 2014. Today, this policeman was deliberately posted at gate 8 which I regularly use so that I had to walk right past him. He again released toxic chemicals near me. Later while leaving, I informed him that I had complained about him and asked him not to come close to me. This policeman then threatened me again and also clicked my picture.
I also asked Inspector Negi that I wanted the name and badge number of the policewoman in picture 8794, but he ignored my request and walked off.
I have requested ACP Meena Sharma to meet me in the Delhi High Court on 19 December 2014.

At that time, Delhi police security personnel led by Inspector Negi and SI Balkrishan prevented me from meeting the personal secretary of Judge Pratibha Rani. While I was asked by Inspector Negi to wait outside the corridor, toxic chemicals were released by policewomen next to me. These caused cough, a metallic taste in my mouth, and facial flushingI went back to Court 26 around 2 15 pm. At that time, Inspector Balkishan was present outside court 26 with two policewomen. They first walked away when they saw me. Later a policewoman returned and followed me inside the court. The second policewoman stayed outside the court. I point out that I am full entitled to gather evidence of illegal, unnecessary and unauthorised police harassment and intimidation.At 2:15 pm, Judge Pratibha Rani used her court master to adjourn the matter to 16 January 2015. Replies to application to some directions regarding her security
have not been filed so far by the respondents. No further time to file
reply to this application is granted, as prayed, since already sufficient
time has been granted.
List the matter now for hearing on 19th July, 2012, the date
already fixed in the main matter. The petitioner says that her
application should be heard today but considering the heavy Board it will
not be possible to hear this matter today.
Today during the course of hearing of the matter the petitioner had
objected to the presence of one S.I. Sanjay Singh in Court stating that
since she has leveled very serious allegations against him as well as his
immediate boss Inspector Sanjeev Kumar, S.H.O. Sunil Kumar Sharma and the
Additional Commissioner Ajay Chaudhary he should be asked to leave the
Court and further that these police officers have been intimidating her
and pressurizing her to give up this legal battle she feels apprehensive
about her life and so she has sought protection. These grievances shall
also be considered on 19th July, 2012.
The Commissioner of Police as well as all other concerned
authorities entrusted with the task of protecting the citizens of the
country are directed to ensure that no harm is caused to the petitioner,
who is contesting this battle in person as a whistle blower. Counsel for
the Delhi Police says that it is undoubtedly the duty of the police to
protect all the citizens and so it will be ensured that no harm is caused
to the petitioner by anyone, including policemen.

Today, at the outset, the petitioner made a submission for adjourning the matter as she has made a request to the Chief Justice of India as well as to the Chief Justice of this Court for transfer of this writ petition to the Hon?ble Supreme Court for hearing. We, however, rejected the request for adjournment. So the petitioner has made further submissions in the matter. Due to paucity of time matter is adjourned to 24th January, 2014 for further submission.
Today Mr. Dayan Krishnan, learned counsel for the Delhi Police submitted that on an independent assessment of the situation the police has come to the conclusion that there is no immediate threat perception to the petitioner as she has been projecting every now and then and therefore, now it should be left to the discretion of the police authorities as to whether any protection is to be provided to her or not depending upon the inputs which the police may get. The petitioner strongly refutes this submission. Considering all the facts and circumstances we are not inclined to withdraw our earlier orders directing the police to extend full protection to the life and liberty of the petitioner till further orders of this Court.

It is clear that J. Pratibha Rani is not inclined to hear this matter, she is hostile towards me, and she is facilitating my being poisoned by delaying the hearing of this matter. My application for Z+ security filed on 20 November 2014 has still not been heard.I will be taking necessary steps against J. Pratibha Rani's actions to prevent this matter from being heard.Also, today I was again threatened and intimidated by illegal deployment of police force against me outside and inside J. Pratibha Rani's court. I was also poisoned in the Delhi High Court today on instructions of Inspector Negi and SI Balkirishan. Writ Petition Civil 1280/2012, the corruption case against General Electric Company is listed today in the Delhi High Court before a Division Bench of J. Pratibha Rani and J. Jayant Nath. The cause-list shows J. Jayant Nath as on leave. I will request that the matter be placed for hearing before another Bench due to the extreme urgency in the matter or it be adjourned to tomorrow.
Also, A S Chandhiok, a lawyer close to Montek Singh Ahluwalia is interfering in the hearing of this matter since 2012. Using his close loyalist, Abhijat Bal, whose election as DHCBA Hony. Secretary he supported, A S Chandhiok further ensured that this matter could not be heard today by making the DHCBA call; for a lawyers' strike today.The two contempt cases initiated against me which are being used to target me are also surprisingly listed today before J. Pratibha Rani and J. Jayant Nath. These ought ot have been listed today before J. Sistani and J. Pathak as their express recusal from these matters was required. Without their express recusal, how did these matters get transferred to a different Bench today. This is not High court practice. This again establishes that Listing Registrar Lorren Bamniyal is facilitating corrupt registry action in my matters to prevent the writ petition from being heard.I also want to use this email to point out, that the hearing in this matter for 10 December was also sabotaged.Further, on 10 December, 2014, Delhi High Court Police personnel were again used to intimidate me inside and outside J. Pratibha Rani"s court-room where this matter was listed. I attach some pictures. J. Pratibha Rani's personal police security officer also participated in harassing and intimidating. Plus at least 4 police women were positioned outside and inside the court-room. This was all illegal as there are no judicial orders that I should be encircled by police in this matter when my matter is listed. There is also no reason for such police deployment. J. Pratibha Rani's court master was involved in organising this. I will be moving a contempt petition against the Delhi Police for this.Also when the court master was adjourning the matter on 10 December, two policemen in the attached picture who have no connection to this matter interfered and wanted to get their appearance recorded until I objected and pointed out that they had no connection to my writ petition.I am also copying senior officers of the Rajasthan Police on this email, as Rajasthan Police personnel posted at the Delhi High Court are also being used to target me. RAC guards deployed at the Delhi High Court under the supervision of Inspector Mahendra Singh have targeted me by releasing toxic chemicals near me on Delhi High Court premises.I remind the Delhi Police Commissioner that there are Delhi High Court orders passed in WP Civil 1280/2012 directing him and other authorities to provide me protection as I am a whistleblower whose life is in danger.
