Extremely poisonous chemical fumes are again being released into my premises in Rajokari. This is an ongoing attempt to murder.

I have again been threatened with violence in Rajokari today morning on 3 June 2025 by Sandeep Yadav, son of Bhim Singh / BS Yadav. Picture attached.

SI Raju Hudda who is the Divisional Officer for Rajokari was outside Court 33 on 2 June 2025. He was sitting there having removed his name badge. I asked him which Police Station he was from and he ran away. Later he turned up in Court with his badge. This is the conduct of the Police Officer who came to Court for the matter.

Later I requested the Court to at least orally direct SI Raji Hudda to ensure that I do not face any further physical violence in Rajokari. The Bench asked me to call him to Court. When I called him and conveyed the message of the Court to come to Court 33, SI Raju Hudda refused. Even the Naib of the Police for Court 33 called him but he refused. I had to go back and tell the Court that SI Raju Hudda was refusing to come to Court 33. The Court then asked a lawyer attached to Mr Sanjay Lao (Standing Counsel Criminal) to tell SI Raju Hudda to come to Court. She told him to come to Court.

After sometime SI Raju Hudda came to Court 33 and was directed by the Court orally to ensure that I do not face any further physical violence in Rajokari.

Arunima Dwivedi told me after the matter that she has not been assigned the case. Therefore. I do not understand how she appeared by video conference when SI Raju Hudda appeared later. Also how has Arunima Dwivedi given her appearance when she has not been assigned the case. Arunima Dwivedi tried to cover up for SI Raju refusing to come to Court 33 by saying that he was sitting with her. Arunima Dwivedi should be ashamed of her conduct.

I later spoke with Mr Mohd Muqueem of the Litigation Cell for Union of India and he told me that the Additional Solicitor General would assign my case to a Standing Counsel by 6 pm on 2 June 2025.

Written Submissions filed by me in WPC 8353/2025 on 2 June 2025 are attached. These were also handed over to the Bench during the hearing. I requested the Bench to pass a protection order on 2 June 2025 itself as I faced the imminent threat of being beaten to death in Rajokari by the persons used to poison me.

Written Submissions with Petitioner’s request that this matter be heard in the interest of justice today by the Bench of Justice Tushar Rao Gedela and Justice Harish Vaidyanathan Shankar and that a protection order be passed today for the Petitioner along the lines of the draft proposed order set out below.

1.     Both J. Tushar Rao Gedela and Justice Harish Vaidyanathan Shankar have earlier recused in other cases of the Petitioner at the request of the Petitioner.

2.     The petitioner was violently beaten up on a public road on 29 May and threats have been issued to kill her. This assault and these threats are from the same persons involved in poisoning the petitioner in her premises in Rajokari.

3.     The petitioner is being targeted, threatened and poisoned in her rented premises in Rajokari. Two Delhi High Court protection orders are not being complied with.

4.     On 29 May 2025, one of the local gundas targeting, threatening, and poisoning the Petitioner Virender (Monu) Yadav of Kunal Store threw a small stone at the petitioner. He then picked up a large stone and was about to throw it at the Petitioner but stopped because she was video recording him.

5.     As this man has repeatedly threatened the petitioner with violence and as he is one of the key local Rajokari persons  involved in poisoning the Petitioner, the petitioner called 112 and requested a PCR as she was facing an immediate and grave threat to her life.

6.     After 5 calls to 112, a PCR arrived manned by Head Constable Satbir Yadav and another constable who was driving. The wife of Virender Yadav threatened the Petitioner in front of the PCR officers when they arrived.

7.     The PCR staff did nothing and did not even speak to Virender (Monu)Yadav. HC Satbir Yadav gave an impression that he was falsifying the Petitioner’s complaint of being attacked and threatened by stones.

8.     The Petitioner was told ASI Sham Singh from PS Vasant Kunj South had been nominated as the IO in the matter and would arrive soon.

9.     ASI Sham Singh called and stated he was busy elsewhere. He never arrived.

10. Head constable Satvir Yadav did nothing and left. The petitioner decided to file a writ petition.

11. A short while later, the Petitioner stepped out to buy something. At that time, the wife of Virender (Monu) Yadav caught hold of the Petitioner and tried to drag her into the lane. The Petitioner moved to the main road. The wife of Virender Yadav held the petitioner by her arms and started to violently slap the petitioner across her face and head. She continued to slap the Petitioner for the next 20 minutes and also kept twisting the hands and arms of the Petitioner. It is clear she wanted to cause damage to the bones. She was simultaneously threatening the Petitioner and stated that the next time she would enter the Petitioner’s house and hit her. Over a hundred persons were watching. No one came to the aid of the Petitioner. The woman stopped beating the Petitioner only when Head Constable Jitender suddenly arrived on his bike.  

12. The Petitioner is lucky that no major damage has been cause. The middle finger of the left hand is swollen and painful but does not appear to be broken. The middle of the left hand is also tender and painful upon touch. The left hand is stiff and painful to open and close the fist. There is a large bruise on the upper right arm of the Petitioner. The Petitioner is shaken and fears for her life.

13. It is clear that HC Satbir Yadav was involved in the subsequent attack on the Petitioner. Desraj Yadav a Gurgaon Police Head Constable living in Rajokari and targeting the Petitioner also appears to have been involved.

14. This Writ Petition was mentioned before the Chief Justice  on 29 May. It was directed for urgent listing. It was filed and listed on 30 May. It was taken up for hearing at 5.45 pm on 30 May in Court number 6.

15. On 30 May, the Bench was requested by me to pass a protection order. I handed over a draft proposed order. I was surprised to hear the Bench say they would consider this and pass the order outside court the next day. Orders are dictated in Court. Especially an urgent protection order. and especially when the Court is not aware of the full facts and the assistance of the Petitioner is necessary to assist the Court in drafting an effective and appropriate protection order. This stance of the Bench was very unusual and would cause concern to anyone. I therefore requested the Bench to recuse. Which they did.

16. Justice Tejas Karia was requested to recuse because of his ties to the law firms Amarchand Mangaldas and Shardul Amarchand, whose lawyers were advising General Electric Company on the Railways Marhowra Diesel Locomotive tender. Essentially his erstwhile law firm partners were advising General Electric Company on the same project and tender in which General Electric Company was engaged in corruption. Justice Tejas Karia has appeared as counsel for General Electric Company and/ or its subsidiaries in several matters.  

17. In the interest of justice and to uphold the Petitioner’s right to life and her right to access justice, the Petitioner requests that despite earlier recusals, the present Bench sitting as the Vacation Bench hear this matter today and pass a protection order along the lines of the draft proposed order reproduced below.

Let the DCP South West and SHO Police Station Vasant Kunj South be present in Court on 4 June.

The Petitioner states that the two protection orders issued to the DCP South West by this Court are not being complied with.

This Writ Petition describes a serious and violent physical assault on the Petitioner in Rajokari on 29 May 2025 by a man named Virender (Monu) Yadav and his wife.

The Joint Commissioner of Police New Delhi Range, the DCP South West, and the SHO Vasant Kunj South Police Station are directed to personally ensure that the Petitioner is not subjected to any kind of physical violence by any person, and both the DCP South West, and the SHO Vasant Kunj South Police Station are directed to take all necessary and required protection measures to ensure this.

The Protection Order directed to the DCP South West passed for the Petitioner on 1 June 2023 in WP Criminal 437/2023 and which was reiterated by Order dated 28 August 2024 passed in WP Civil 11168/2024 shall also be strictly complied with.

The Joint Commissioner of New Delhi Range is also directed to give the Petitioner an appointment for a meeting as early as possible as the Petitioner states that she has requested him for a meeting at least thrice with no response received. The DCP South West will also give the Petitioner time for a meeting with him on 3 or 4 June 2025.

Let the DCP South West file an affidavit before 4 June 2025 setting out the protection measures being deployed for the Petitioner in light of the brutal physical assault on her in Rajokari on 29 May 2025.

Let the Registry send a copy of this order for compliance today to the DCP South West and the SHO PS Vasant Kunj South.
