On 17 May 2025, it was directed that IPS Surendra Chaudhary the present DCP South West was being transferred to Arunachal {Pradesh.

It is 25 May and there is still no notification issued appointing a new DCP South West.

DCP Surendra Chaudhary is on leave from 23 May and during a visit to the DCP South West Office on 23 May, I was informed that the work of DCP South West was presently being looked after by Ms Aishwarya Singh who is the Additional DCP 1 South West. Mr Mayank Bansal is the Additional DCP 2 South West.

The position of Additional DCP is an entry level position and very junior. How can an Additional DCP who is not qualified to act as DCP look after the work of the important DCP position at district level. Ideally the Joint Commissioner or Additional Commissioner should take charge if the DCP is missing in action. There is something very improper and suspicious going on regarding the Office of the DCP South West.

I am concerned because there are two Delhi High Court orders directing the DCP South West to protect me. These are reproduced at the end of this email. These orders are not being complied with.

On 23 May 2025, I was in the Delhi High Court.

On 23 May 2023, I visited the office of DCP South West. Neither Mr Surendra Chaudhary, nor Ms Aishwarya Singh, nor Mr Mayank Bansal were available.

I was also informed that no appointment has been made to replace Mr Satyajeet Sarin who retired as ACP Vasant Kunj in March 2025. I was informed that the ACP HQ Mr Vijay Kumar was looking after the work of ACP Vasant Kunj. Again, no regular appointment is made and a junior Officer not qualified to be ACP Vasant Kunj is stated to be looking after the work of ACP Vasant Kunj. Mr Vijay Kumar was also not present.

On 23 May 2025, I also met the SHO Vasant Kunj South Mr Arvind Pratap Singh. My impression is that Inspector Arvind Pratap Singh is under pressure not to comply with the Court protection orders for me. In any case the protection orders need to be complied with by the DCP or by the Joint CP. In view of the fact that forged Police documents have been filed in Court and false status reports have been filed under the signature of then DCP Manoj C. who has since been promoted to Additional DCP, the compliance with court protection orders must be done at the level of Joint Commissioner or higher.

This is my third email request for a meeting with Joint Commissioner Deepak Purohit. Mr Deepak Purohit, Please give me time tomorrow for a meeting.

Since 23 May 2025, poisonous chemical fumes have again been repeatedly released into my premises in Rajokari. My premises are being entered into in my absence. This is a criminal offence as well.

The failure of the competent authority whether it be the Police Commissioner, or the Lieutenant Governor or the Delhi Chief Minister or the Union Home Minister or the Union Home Secretary to appoint a DCP South West for over 9 days and to appoint an ACP Vasant Kunj for almost two months appears to be a planned and deliberate and wilful strategy to obstruct compliance with the Delhi High Court protection orders for me issued to the DCP South West and amounts to contempt of court.

As I have stated on the Court record, the threat to my life also emanates from Narendra Modi, Amit Shah, S Jaishankar, IAS Govind Mohan, IPS Ajay Chaudhary, IPS retired Amulya Patnaik, Ashwini Vaishnaw, Ajit Doval who with several others were complicit in the fraud committed on the Delhi High Court in WP Civil 1280/2012 in which forged authority documents were used by lawyers to appear for General Electric Company in order to obstruct the administration of justice in this case which sought investigation and blacklisting of General Electric Company for corruption in the Railways Marhowra diesel locomotive Project and tenders.

The judgment of J. Valmiki Mehta and P S Teji in WPC 1280/2012 is vitiated by fraud on the Court and is null and void ab-initio. Reliance is placed on the Supreme Court decision in A.V. Papayya Sastry & Ors vs Government Of A.P. & Ors rendered on 7 March, 2007 reiterating the settled proposition of law that a judgment obtained by playing fraud on the Court is a nullity and non-est in the eye of law, and has to be treated as nullity by every Court, superior or inferior and it can be challenged in any Court, at any time, in appeal, revision, writ or even in collateral proceedings and which legal proposition squarely applies to the Delhi High Court Judgment in Writ Petition Civil 1280/2012 (Seema Sapra versus General Electric Company and Others) which was obtained by committing fraud on the Court.

I am a whistleblower and require protection.

Court on 01.06.2023 in W.P. (Crl.) No. 437/2018, wherein the Court after

recording her submissions that she was facing threat to her life, had directed

the DCP (South-West) to look into the matter and provide all possible

protection to her in accordance with law, is still not being implemented.

2. If that be the position, the DCP (South-West) will look into the matter

and ensure that the order passed by this Court on 01.06.2023 in W.P. (Crl.)

No. 437/2018 is strictly complied with.

3. List along with W.P.(C) No. 11618/2024 on 10.09.2024 at 2:30 pm.

4. A copy of this order be forwarded to DCP (South-West) for necessary

information and compliance.
